Panelists


Wayne Borrowman, P. Eng.

Director of Research and Development – CIMCO Refrigeration Inc.

Wayne has 36 years of experience with CIMCO Refrigeration, working on custom-engineered refrigeration systems, and is currently the Director of R&D. Throughout his career, Wayne has contributed to the development of cooling, heating, and hybrid systems using the refrigeration cycle. He has been involved with ASHRAE for over 30 years, serving in various roles, including Chapter President for the BC Chapter, and has been active in several technical committees at the society level. Additionally, since 2015, Wayne has been part of the CSA B52 Mechanical Refrigeration Code.

 

Perry Chao 

Director, Regulatory Affairs - HRAI (Heating, Refrigeration and Air Conditioning Institute of Canada)

Perry Chao joined HRAI as Director, Regulatory Affairs in July 2024. In this role he holds responsibility for regulatory affairs, mainly at the federal and bi-national level, with a focus on ensuring regulatory harmonization, between Canada and the US, and within Canada. Before joining HRAI, he worked for CSA Group as a Project Manager, Construction and Infrastructure Standards, managing technical committees responsible for refrigeration (CSA B52) and pressure equipment (CSA B51). He has also worked for the Ontario College of Trades as Manager, Stakeholder Relations, and as a policy or communications advisor in various roles within the Government of Ontario.



Kevin Gill

Director, Technical Projects & Business Development – The Master Group

Currently the Refrigeration Director, Technical Projects & Business Development for The Master Group Inc. Kevin Gill has proudly served the HVAC/R community for 21 years. With a foundation as a former journeyman in the refrigeration sector, he applies his hands-on experience and technical expertise to facilitate refrigeration equipment designs, piping, diagnostics, and custom solutions across Canada. As a member of the CSA B52 Design & Safety Committee, Kevin helps to amplify the industry’s voice to help shape the Mechanical Refrigeration Code, ensuring industry-centric safety and standards. His close collaboration with The Technical Standards & Safety Authority (TSSA) demonstrates his commitment to regulatory compliance, innovation, and value-added services to our contracting community. Kevin is also Master’s team lead for our associate membership with the Ontario Refrigeration & Air Conditioning Contractors Association.


DAVID SINCLAIR P. Eng., LEED Ap, BCxP

President of HIDI Group

David Sinclair is the President of The HIDI Group Toronto Office, with over a decade of experience in the commercial, educational, hospitality, institutional, healthcare, retail, mixed-use, pharmaceutical, sports and recreation, arts and culture and mission-critical space sectors. David brings a wealth of knowledge that covers the design of HVAC systems, fire protection, plumbing and drainage, building automation systems, commissioning, energy modeling, and sustainability. His unique management style coupled with his passion for the industry is fueled by his dedication to the success of each project. His leadership and know-how has been critical to the success of many high-profile projects, which include Trent University Bata Library renovation, Four Seasons Madrid, and commissioning projects such as Richmond Adelaide Centre (EY Tower), Four Seasons Los Cabos, and University of Toronto Centre for Engineering Innovation & Entrepreneurship.

 Robert Larson, P.Eng.

Equipment Sales Manager - Johnson Controls

Robert Larson is the HVAC Equipment Sales Manager for Johnson Controls covering the Ontario market. A graduate of McMaster University’s Mechanical Eng & Mgmt Undergraduate Program, as well as the Master’s in Engineering Design Graduate Degree from McMaster, Robert began his career in consulting, working with Atkins Realis (formerly LKM an SNC Lavalin Company) as a mechanical building designer and energy modeler. In 2015 Robert joined JCI as an operational team lead and has since advanced to leading the construction sales team, supporting engineers and contractors with the design and construction of mechanical systems. In his spare time, Rob is chasing after his 3 boys with his amazing wife and trying to fit in some time for basketball and guitar playing.
